

husband of Barbara Ann Bowne, and they were residents of Annapolis for the past 20 years.
Born in Washington, DC in 1935, Charles was the son of Charles and Katherine Bowne. He
graduated from St. Albans School in Washington, DC in 1953, and attended the University of
Virginia for one year prior to graduating from the United States Naval Academy in 1958 with a
BS in Science and Engineering. He earned an MBA in Finance from Northwestern University in
Chicago in 1968.
Following commissioning as a Supply Corps Officer in 1958, Charles remained on active duty in
the United States Navy for 10 years, earning the rank of Lieutenant Commander. Tours
included service aboard the USS Hyman (DD-732) homeported in Newport, RI; COMINLANT,
Charleston, SC; Supply Department, Naval Station, San Juan, Puerto Rico; Naval Electronics
Supply Office, Great Lakes, IL; Material Officer, Naval Supply Depot, Navy Support Activity,
DaNang, South Vietnam. Following resignation from active duty in 1969, Charles proudly
served in the Supply Corps Ready Reserve from 1969-1988, including four unit commands, and
retired with the rank of Captain. He received the Defense Meritorious Service Medal with Oak
Leaf Cluster (signifying second award) as Commanding Officer of Naval Reserve units
supporting Defense Fuel Supply Center, Cameron Station, VA, and Defense Contract
Administration Service Region New York, NYC. He also served on the LT/LCDR Selection
Board, was a member of the 20th/21st Congressional District Service Academy Review Boards
for 15 years, and was a USNA Blue and Gold Officer for 27 years.
In 1970, while in the U.S. Naval Ready Reserve, Charles began a fulfilling 30-year career with
Texaco, Inc. at their headquarters, first in the Chrysler Building in New York City, and later with
the company’s move to Harrison, NY. He worked in many finance positions and his interest in
data processing led to specialization in information technology. Charles retired from Texaco
as Senior Systems Coordinator in 2000.
Upon retirement, Charles and Barbara made their home in Annapolis, MD, where Charles
enjoyed working as a USNA tour guide, volunteering at the Naval Academy museum,
volunteering at the alumni association, and was a member of the Naval Academy Chapel
Chorale. Charles was a proud member of the USNA class of 1958 and remained active in the
alumni association until his death.
Charles will be remembered for his love of family, music, reading, military history, and the
USNA.
Charles is survived by his wife of 23 years, Barbara A. Bowne, of Annapolis, MD; three
children, Wilbur ”Bo” (Helen) of Philadelphia, PA, Charles “Chris” (Sheila) of Pocono Lake, PA,
and Elizabeth (John) of Belle Mead, NJ, and two step-daughters. He was the loving
grandfather of 6 grandchildren and 2 step-grandchildren. He is also survived by his former wife,
Bette J. Bowne. He was predeceased by his parents, a brother, Thomas H. Bowne, and a
sister, Henrietta E. Dame.
Funeral services and interment will be held at the United States Naval Academy, at a date to be
determined.
