

Frank was born in Germany. His Dad was in the U.S. Army and he spent his first 7 years in Germany. He came to the U.S. through Ellis Island. With the Army, his family moved several times between Petersburg, VA and Germany. His family settled in Maryland, where he met his wife of 54 years in high school. They were high school sweethearts.
Frank was many things to many people: a Vietnam Veteran; founder and past President of the Annapolis Bicycle Club; first male co-leader of a Girl Scout Troop in GSCM; Director of the Children’s Handbell Choir at St. Mary’s Catholic Church; past President of Annapolis High School Band and Orchestra Parents (ANNIHIBOP); 25 year avid Eucharistic Adorer and supporter; founder and past President of the Annapolis Chapter of Vietnam Veterans of America; Mission of Peace Volunteer to support the less fortunate in Appalachia; founder owner and operator of Crab Alley Speedway, his ministry to support local schools and churches; and among many other positions, he served as a 4th Degree Knight and past Grand Knight for the Knights of Columbus, Council 1384.
In addition to his service to his nation and community, he was also a son, brother, husband, father, grandfather, and friend. He is survived by his wife Theresa Cisneros, his brother Richard Cisneros, his daughters: Kimberly Becht and Christina Baldino, and his granddaughters: Amber Curles, Anne Baldino, Mary Baldino, and Jessica Becht. He touched the lives of many people.
Please join us in celebrating his life. A visitation for Frank will be held Thursday, October 28, 2021, from 4:00 PM to 7:00 PM at John M. Taylor Funeral Home, 147 Duke of Gloucester Street, Annapolis, Md 21401. A Mass of Christian Burial will be held on Friday, October 29, 2021, at 10:30 AM at Saint John Neumann Catholic Church, 620 N. Bestgate Road, Annapolis, MD 21401. Interment will be at Glen Haven Memorial Park, 7231 Governor Ritchie Highway, Glen Burnie, MD 21061. Reception to follow.
