

Carmen is survived by her husband, Patrick Terrell, her mother, Beatriz Jaramillo and stepfather, Carlos Jaramillo of Fairfax, VA. She is preceded in death by her father Capt. Jaime Machicado.
Carmen was born on January 31, 1961 in La Paz, Bolivia to Capitan Jaime Machicado and Beatriz Gonzalez Machicado. Carmen emigrated with her mother to the United States at the age of 10 and settled in Arlington, VA. She graduated from Washington-Lee High School in 1979 and George Washington University in 1983 with a Bachelor of Arts degree in Finance, and then went on to achieve a Master’s of Business Administration. She married Patrick Selway Terrell, on October 16, 2015. Carmen began working for The World Bank as a consultant in 1997 and became a member of staff in 1999 as a Public Sector Specialist.
Carmen was an accomplished photographer and often displayed her work in the offices of the World Bank. She was long-time member of the World Bank/International Monetary Fund International Photographic Society, through which she won many awards. She was an energetic, intelligent, generous and caring individual who loved dancing, travel, hiking, biking and spending time with an expansive circle of friends and family. Carmen was passionate about living life to the fullest.
A viewing is scheduled for Tuesday, February 2 from 4:00 to 8:00 pm at Murphy’s Funeral Home, 4510 Wilson Boulevard, Arlington, VA. A funeral mass is scheduled for 11:00 a.m. on Wednesday February 3 at St. Charles Borromeo Catholic Church, Arlington, VA with a reception to follow at the church. All are welcome to attend and celebrate Carmen’s life. In lieu of flowers, please send donations to the ASPCA or Save the Children in Carmen’s memory.
