Francis M. Payne died at home on June 13, 2014 in Annandale, VA surrounded by family. He would have been 92 in August. His beloved wife, Elaine, died in 2010. He is survived by his daughters, Connie, Mary and Dee Dee , his son, Tom, an older sister, Thelma, in addition to seven grandchildren and numerous nieces and nephews. His sister, Esamel, and brothers, Seth and Grayford predeceased him. He will be missed by many good friends who will remember him for always being there to help and his love of an active life. The family will have a visitation at Murphy’s Funeral Home located at 4510 Wilson Blvd, Arlington, VA on Friday, June 20, from 2-4 and 6-8. There will be a memorial service at Murphy’s on Saturday at 1pm. In lieu of flowers, Frank had expressed the wish that donations be made to the Smith Point Sea Rescue.
