

On the afternoon of January 4, 2016, Joe passed away peacefully. Joe was born in the town of Jackson, Missouri on June 18, 1924. Joe lived most of his life in Arlington Virginia. He was the loving husband of the late Maria Mercedes Segarra Hines from 1986 to 2010. He was the older brother of the late Anna Margaret Hines, and the son of the late James Cleveland and Hattie Walker Hines. Joe was also preceded in death by his in laws Iluminada and Howard Binkley. Joe is survived by in laws Teresa and Jose Irizarry, a niece and nephew Maria Teresa and Jose Irizarry all of San Juan Puerto Rico and his niece in law Patricia A. Santiago, Reston, Virginia.
After serving in the Army, Joe worked for over 40 years with the Federal government and was a well known economist. He retired in the 1990s as division chief with the Bureau of Labor Statistics (BLS). Joe aided in establishment of regional offices after World War II and initiated cooperative state agreements for reporting industrial accidents. His work was recently cited in the December 2015 “Monthly Labor Review.” Joe had many interests in reading economic reports, Barron’s, and he enjoyed watching the news.
Joe is a longtime member of the First Presbyterian Church of Arlington, 601 N. Vermont St. Arlington, VA 22203. Joe served on several committees over the years and enjoying attending Sunday services. He was an avid supporter of the church building project and many other activities that supported the Arlington community.
A funeral service will be held at 11 am, Wednesday, January 13, 2016, at First Presbyterian Church of Arlington. Pastor Rev. Dr. Bryan Mickle will be officiating. The family will receive friends one hour prior to the service. Burial will follow in the Columbia Gardens Cemetery, 3411 Arlington Blvd, Arlington, VA 22201.
