

Frank was born in the remote northern province of Cabagan, Isabela, Philippines to Celestino and Alejandrina Quilang on December 3, 1940. Following the example of his mother, he was baptized as one of Jehovah’s witnesses in the early 1960s. Frank attended the prestigious Mapua Institute of Technology, Philippines, graduating with a B.S. in Mechanical Engineering in 1965. With the impending decree of martial law in the Philippines and the urging of his father, Frank left his homeland. After settling in the United States, he married Debra Quilang née Day on August 1, 1981, in Baltimore, Maryland. For over 25 years, Frank worked as a structural/mechanical engineer for Georgia Pacific, which he endearingly referred to as “the step building”. He was an active member of the Buckhead Congregation of Jehovah’s witnesses. In his early years, Frank was an avid tennis player.
Frank was preceded in death by his parents, and brothers, William, Samuel, and Arnold Quilang.
Frank is survived by his wife, Debra Quilang, and two children, Philip, and Rachel Quilang, his brothers, Samson, Abraham, Prospero, Joel, and Apol Quilang, and his sisters Raquel Quilang, Rebecca Quilang Ventura, Arlene Quilang Maningas and Delia Quilang Castañeda.
Visitation will be held Sunday, March 13, 2022 from 2:00pm – 4:00pm and 6:00pm – 8:00pm at H.M. Patterson & Son – Oglethorpe Hill Chapel. A memorial service will take place at 7:00 pm in the chapel.
