Eloy was born in Austin, Texas on June 27, 1949. He graduated from Johnston High School. Eloy retired from Travis High school of the Austin Independent School District in 2002. Eloy had a passion for music and film.
He is preceded in death by his parents; Serapio Vargas and Mercedes Delgado, his sister; Mary Alice Vaughn. Eloy is survived by, his siblings; Azarias Vargas, Serapio Vargas Jr., Elias Vargas, and Carolyn Krachenia, and numerous nieces and nephews.
A visitation will be held Tuesday, March 15, 2016 from 6:00 p.m. to 8:00 p.m., with the service beginning at 6:00 p.m. at Cook-Walden Funeral Home on 6100 North Lamar Boulevard. A prayer service will be held Wednesday, March 16, 2016 at 10:00 a.m. at Cook-Walden Funeral Home with interment to follow at Austin Memorial Park Cemetery.
