Jo was born in Arkansas in 1932 and moved to East Texas at an early age to live with her grandmother. Her family moved to Waco, Texas where she and her sister, Mildred attended school.
In 1952, Jo married Monroe Bartz and moved to Austin, Texas. She and Monroe became faithful members of Trinity Lutheran Church. Jo worked for the Texas Press Association for 18 years and the Texas Department of Public Safety for over 30 years. Even as she reached the age of 75, she continued to win awards for her meticulous work. In her free time, Jo enjoyed trips to Shreveport, Las Vegas and playing Bingo with her co-workers.
Jo was extremely proud of her children, grandchildren and great grandchildren, who lovingly referred to her as "Meemaw or Little Grandma."
She was preceded in death by her husband of 49 years, Monroe; her sister Mildred, and nephew Bobby.
Jo is survived by her children and their families: Linda and Mike Neel (Mike, Courtney and Madi, Bill, Juli and William); Michael and Debbie Bartz (Melissa, Rey and Tanner, Scottye, Allen, Audrey and Gus, Josh and Candice Greyson and BG - due in Aug 2021); and Paul and Marty Bartz (Wesley and Braylon, and Daniel).
