Manuel grew up in Port Arthur and attended Thomas Jefferson High School. He was a cook before joining the United States Postal Service where he retired and spent his free time fishing (especially at Pleasure Island), playing softball, golfing, and playing pool and bingo. He also loved to barbecue and playing with his grandchildren was his delight. As a young man, he served his country faithfully as an Army soldier and later transferred to the United States Marine Corp. He served in Korea and continued to serve as an outgoing volunteer at the VA. Manuel was a man of faith and was an original founder of Cristo Rey Church. He enjoyed visiting his friends whenever he could and at Christmas time, he continued the tradition of hand mailing Christmas cards to all those he loved.
