Morgan will be lovingly remembered by his parents, Captain Brian and Catherine (nee O’Connell) and brother, John. He will be missed by his many friends, relatives, and colleagues who will remember him for his intelligence, friendly smile and unmatched wit.
Morgan was born in Long Beach, CA and grew up in Portland, OR. After graduating from Jesuit High School, and achieving the prestigious rank of Eagle Scout, he was nominated to attend the United States Merchant Marine Academy. There, he earned a Bachelor of Science in Marine Transportation, a USCG-issued unlimited Deck Officer License, and an Officer’s Commission in the US Navy. After graduation, Morgan served as a licensed deck officer aboard US Flag vessels including tankers, container ships, roll-on/roll-offs vessels, research ships and bulk carriers, upgrading his license to the highest rank of Master Mariner.
Morgan began his career at the National Transportation Safety Board (NTSB) in 2003 as a nautical operations investigator. From 2007 to 2010 he served as Vice President of Marine Investigations for Princess Cruises, where he investigated casualties aboard ships worldwide. He returned to the NTSB’s Office of Marine Safety in 2010 and in 2014, he was selected as Chief of Investigations. In 2017 he was promoted to deputy director and served as acting director of Marine Safety from March 2020 until March 2021 when he was named Director.
In addition to his professional endeavors, Captain Turrell also earned an MBA from Pepperdine University and a master's degree from George Mason University in transportation policy, operations and logistics.
A Mass of Christian Burial will be celebrated on Saturday, April 27th, at 11:30am at Our Lady of the Lake Church, 790 “A” Avenue, Lake Oswego, OR 97034. A private family interment is planned for a later date.
