

Joyce was born February 13, 1945 in East St. Louis, IL to Henry L. and Verdie A. (Tillman) Powell. They preceded her in death, along with her siblings, Robert (Babe) Powell, Dorothy (Marion) Yates and Alice Meadors.
Joyce is survived by her children, Jeffrey Wiscombe of Atlanta, GA, Cheryl (Ibrahim) Alhassan of Gilbert, AZ and Tina (Joseph “Buddy”) Noblin of Belleville, IL; grandchildren, Tiffany Wiscombe, Justin Mueller, Shane (Vanessa) Belfield, Gabrielle Noblin and Korrie (Nick) Sowards; great-grandchildren, Mason, Kaitlyn, Nova, Ezekiel, Lorenzo and Collin; and her beloved four-legged companion, Lucy.
To those who knew her best, Joyce was full of life, generous, and resilient. She had a vibrant spirit and a larger-than-life personality, and there was never a dull moment when she was around. Joyce approached life with determination and heart, never backing down from a challenge and always giving her best to the people and pursuits she cared about most.
Joyce was deeply driven and proud of her accomplishments. As a first-generation college graduate, she embodied perseverance and strength. Her work ethic was unmatched. She began her career as a Telephone Operator with Southwestern Bell and, through dedication and determination, advanced to a career in International Human Resources—an achievement she earned through years of hard work, integrity, and commitment.
She found joy in dancing, painting, cross-stitch, hosting family gatherings, and baking for those she loved. These passions reflected her creativity, warmth, and love. Joyce also believed in giving back. She volunteered in hospice care and devoted many years as a Big Sister, offering compassion, guidance, and friendship to those in need.
She had a special love for her grandchildren, finding great joy in time spent with them and cherishing every moment she shared as their grandmother.
Above all, Joyce lived a life of dedication—to her family, her work, and anything she was passionate about. Her love remains with us, woven into our lives and carried forward in all who were blessed to know her. Her legacy is one of strength, generosity, service, and an enduring zest for life.
A visitation for Joyce will be held on Friday, February 13, 2026 from 11:30 A.M.- 12:30 P.M. at Valhalla Gaerdner Holten Funeral Home in Belleville, IL. A funeral service will follow at 12:30PM with final interment at Valhalla Gardens of Memory, Belleville, IL.
