

Joyce Ann StClair of Santee, California, passed away on September 8, 2014 in Alpine, California. She will be cremated on September 12, 2014. Glenn Abbey in Chula Vista, California will be handling the funeral arrangements. By her request, no funeral or services will be held.
Joyce was born in Cleveland, Ohio, to Harold and Muriel Dowell on July 15, 1943. She worked for the Federal service as a civilian employee. The majority of her work career, she worked in Human Resources at various commands in the San Diego area. She retired from SPAWAR HQ in July 2001. After a year off, she returned to work as a part time contractor in the HRO office at SPAWARSYSCOM San Diego, for another ten years. During her career, she received numerous performance awards, including the Meritorious Civilian Service Award. She spent her retirement years doing what she loved best and that was to be with her grandchildren.
Joyce is survived by her son, Anthony, of Alpine, her son, Michael of Menifee and her daughters, Jeanne Swaringen of Santee and Tina StClair of Juneau, Alaska. She is also survived by grandchildren, nieces, nephews, and an extended family far too numerous to list.
She was preceded in death by her parents, Harold and Muriel Dowell, and her brother, Richard Dowell and her ex-husband, George StClair.
