

Oscar proudly served in the United States Navy for 24 years, retiring as Chief Petty Officer. Throughout his naval career, he traveled the globe, earned numerous commendations, and formed lifelong bonds with his brothers and sisters in arms. His commitment to the Navy’s core values of honor, and courage was evident in every post he held.
Following his honorable retirement from active duty, Oscar continued his legacy of service as a civilian employee for the Federal Government. He served military families here in San Diego County working at the defense commissary. He is known for his tireless work ethic, dedication, and quick wit until his second retirement in 2025.
Beyond his professional life, Oscar was a devoted father, husband, and grandfather. He enjoyed watching sports games, including his son’s and grandchildren’s baseball and football games. He also enjoyed going to the casinos once in a while.
Oscar is survived by his children Oscar III, Jessica Roschel, Kristina & Josh, sons and daughters in law, Sam, Max, and Charles, grandchildren Ryu, Anthony, Dominic, Charles, Caidyn and Carter, siblings Daniela, Warlito, Oliver, Eric, Mila, and Christian. He was preceded in death by his daughters, Rose and Michelle, parents, Oscar Sr. and Rosario, and wife Michele.
