

Rich was born on May 28, 1950, in Philadelphia, Pennsylvania, to the late Anthony and Mary (Biscardi) Toscano.
He is survived by his beloved wife, Lynn (Santella) Toscano; his sons, Richard (Leslie) Toscano and Jeffrey (Jennifer) Toscano; and his cherished grandchildren, Isabella, Kate, and Anthony Toscano. He is also survived by his sister, Anna Garbarino.
He spent his career working for the Department of the Navy with NAVSEA at the Naval Surface Warfare Center, Division 96 – Submarine Sail Field Services Branch, where he dedicated many years of service supporting the United States Navy.
Above all, Rich was a devoted husband, father, and grandfather who fiercely loved his family. Nothing made him happier or prouder than being known as “Pop” to his cherished grandchildren.
Rich had a lifelong love of sports, especially his hometown Philadelphia teams, which he followed passionately throughout his life.
He was known for his quick wit, dry sense of humor, and his willingness to help anyone in need. His loyalty, humor, and generous spirit left a lasting impression on all who knew him.
A Funeral Mass will be held at Our Lady of the Angels Catholic Church on Wednesday, March 25, 2026, at 11:00 a.m.
