

Jayne was born on February 2nd, 1938, to Elliot Row Bartell and Betty Hughes Bartell in Shreveport, LA.
In 1958 she married Barney Westmoreland, Jr. and had two sons, Barney W “Chip” Westmoreland, and Russell E “Rusty” Westmoreland. Being in an Air Force family, she was able to travel extensively and had the opportunity to live in Germany during two tours for almost 8 years. Other places she lived included Arizona, South Carolina, Kansas, Louisiana, and Florida. In each location, Jayne was active in her local church and volunteered whenever needed. She also did volunteer work for the Air Force, including acting as the President of a local Officers Wives Club in Neu-Ulm Germany.
When the family moved to Brandon in 1975, Jayne immediately became active at First Baptist Brandon, she taught the High School girls' class, to the chagrin of Chip. Jayne also taught some adult classes, and most recently, has helped provide guidance to those suffering a loss in a grief class. In her “spare” time, she also spent 20 years as a docent at Cracker Country on the Florida State Fairgrounds, where she loved educating visiting school groups on life during the early years of Florida’s growth.
Jayne was predeceased by Barney, her husband of 57 years, Parents Elliot and Betty Bartell, and Brother James Bartell.
Jayne is survived by son Chip (Meg) Westmoreland of Fernandina Beach, FL, their children, Jonathan and Barbara Jayne. The other son Rusty Westmoreland of Sautee, GA and his daughters Summer, Sydney and Savanna.
Memorial Services are scheduled for Tuesday, November 21, 2023 at Stowers Funeral Home, 401 West Brandon Blvd, Brandon, FL 33511. The Visitation will be at 10:00 am and Services will begin at 11:00 am. A Graveside service will be at 1:30pm at Florida National Cemetery, 6502 S. W. 102nd Ave, Bushnell, FL 33513
In lieu of flowers, the family suggests contributions to Melech Hospice House at 11125 N 52nd St, Temple Terrace, FL 33617
