

Lucille left Rockford at the age of 12. Her parents and seven siblings relocated to Bremerton, Washington, where she attended the Bremerton Public Schools and graduated from West High School in 1969. After graduating, Lucille took on her passion for working with disabled children at Frances Hadden Morgan Center. In 1977, Lucille met her husband-to-be, Alvin Charles Lowe, and they moved to Los Angeles, California, and married in 1978. Lucille and Alvin relocated back to Bremerton; soon after, Lucille was baptized and joined membership with Emmanuel Apostolic church under the leadership of Bishop Robertson (Lawrence). In 1980, Lucille moved to Hawaii; there she worked at the Children’s Center. She moved back to Bremerton in 1981 where she remained until March 2013, when she moved to Spokane.
During her life’s journey, Lucille became legally blind and this prompted her to attend the School for the Blind in Seattle, WA. In 2008, Lucille became a member of Holy Ground Church under the leadershiop of Pastor Evans; there she received her certificate of ministry. In 2012, Lucille became a member of Sinclair Missionary Baptist Church until her death.
Lucille was a loving mother, grandmother, and great-grandmother. She was a devoted sister, aunt & friend and she loved everyone. Her doors were always open to those in need. She loved listening to music; her favorite musical artists were Marvin Gaye and the Isley Brothers. Her favorite Gospel Choir was the Chicago Mass Choir.
Preceding her in death are grandparents, Coley Webb I and Laura (Howze) Webb, and Jimmy & Lucille Dale; brothers, Ervin & Eric Webb; husband Alvin Lowe, Sr.; and son, Shawn Webb.
She leaves to mourn her parents, Coley & Lillie Webb of Moses Lake; siblings, Coley Web, Jr. of Bremerton, Laura Webb of Moses Lake, Kathy Webb of Bremerton, Victor Webb of Bremerton, Coledale Webb of Belelvue; children, Antionette Morton (Antonio) of Murfreesboro, TN, Alvin Lowe, Jr. (Sharleen) of Spokane, WA, Robert Lowe of Portland, OR, Shamice Seahorn of Bremerton; eight grandchildren; one great-grandson; and a host of nieces, nephews, cousins and friends.
A memorial service will be held at Miller-Woodlawn Funeral Home on June 22, 2013 at 2:00 p.m. The reception will follow right after at Evergreen park at 1400 Park Ave. at 4:00 p.m.
