

Carmen Kay Mosby was born on Tuesday, June 9, 1942. She was the second of eight children born to Robert Saxon and Irene Louise Saxon. Carmen was raised in York, Pennsylvania, where she was immersed in music from an early age. She began studying voice, piano, and violin as a young child and quickly became proficient in all three. As a child, her beautiful soprano voice could be heard throughout downtown York during the Christmas season, broadcast over the public address system.
Carmen graduated from William Penn High School in 1960. She then attended Benedict College, a historically Black college in Columbia, South Carolina, where she met her husband, Charles E. Mosby Sr. She earned her Bachelor of Arts degree in Music in 1965. Carmen later pursued advanced studies in music at Howard University and the University of Maryland. In addition to her formal training, she performed as a lead soprano with the Prince George’s County Choral Society, the Howard University Choir, the University of Maryland Choir, and numerous churches throughout the Washington area.
Carmen and Charles were married on September 11, 1965, and made their home in Washington, D.C. She began a distinguished career as a music educator in the Prince George’s County public school system, where she inspired and touched the lives of hundreds of children over the course of forty years. She was also a devoted member of Hughes Memorial United Methodist Church, where she sang in the Senior Choir and assisted with the Children’s Choir.
Carmen had a deep love for children and a special affection for babies—she never met one she didn’t love.
Carmen passed away peacefully on May 1, 2026, in Annapolis, Maryland. She is survived by her beloved husband of 60 years, Charles E. Mosby Sr.; her two sons, Charles E. Mosby Jr. and Keegan Dale Mosby; and her five grandchildren, Christian C. Mosby, Ameerah Mosby, Saeedah Mosby, Maria Isabella Viloria Mosby, and James “JJ” Mosby. She is also survived by her brother, Thaddeus T. Saxon, and his wife, Linda Lovitt, of Daytona Beach, as well as many nieces, nephews, and cousins across the country.
Visitation will be held at Hughes Memorial United Methodist church, 25 53rd St NE, Washington, DC 20019, US, on May 22, 2026, from 5:00 pm to 8:00 pm, and again on May 23, 2026, beginning at 10:00 am.
A Celebration of Life will take place at Hughes Memorial United Methodist church, 25 53rd St NE, Washington, DC 20019, US, on May 23, 2026, beginning at 11:00 am, followed by Committal at Fort Lincoln Cemetery, 3401 BLADENSBURG RD, BRENTWOOD, MD 20722, US, on May 23, 2026, beginning at 12:30 pm.
