

Rubell Bing, a longtime Washington, D.C. resident and dedicated community servant, was born on January 5, 1938, in Rocky Mount, North Carolina, to Lonnie Moody and Alberta Green Moody. She was the fourth of seven children and graduated from Booker T. Washington High School in Rocky Mount in 1956.
After graduation, she moved to Washington, D.C., where she married Alex Bing on January 7, 1961. Together, they raised three daughters and one son.
Rubell was a devoted member of St. Anthony of Padua Catholic Church in Washington, D.C., where she sang in the gospel choir and a member of the sodality. She volunteered for many years in the school’s after-school program. She was also an active member of the Model Cities Senior Center beginning in 2005.
After spending her early years as a stay-at-home mother, Rubell served for more than 20 years as librarian at St. Francis De Sales Catholic School, retiring in 2004. She later worked for AARP, supporting its presence at conventions held at the Walter E. Washington Convention Center.
Deeply committed to civic engagement, Rubell served multiple terms during the 1970s as an elected Advisory Neighborhood Commissioner for Ward 5 (ANC 5B04), advocating for residents on issues affecting neighborhood life. She also volunteered for many years as an election worker with the DC Board of Elections, assisting with ballot processing and instilling in her children the importance of civic responsibility.
Rubell loved being with her grandchildren and family; especially coordinating family reunions. She enjoyed music, singing, the arts, dining out, and supporting community events. She lived in Northeast Washington, D.C., Ward 5, for more than 50 years before moving to assisted living in later years.
She was preceded in death by her husband, Alex Bing, and three brothers.
She is survived by her four children, five grandchildren, siblings, extended family, and many friends.
