

Bill E. Foulds, of Burnet, Texas passed away peacefully on January 6, 2011 at the age of 80 years old, with his family by his side. Bill was born June 14, 1930 in Burnet, to Earl N. Foulds and Mattie A. (Kinkead) Foulds. He attended and graduated from Burnet High School in 1947. After spending a semester at Tarleton College, he relocated to Austin, Texas where he met the love of his life, Bettye J. Milam, who was working as a student nurse. Bill and Bettye were married October 6, 1951 and celebrated 59 years of marriage this past year. Bill attended The University of Texas and graduated in 1959 with a bachelor degree in Education and Math, and returned to The University to earn a bachelor degree in Civil Engineering in 1966. As a registered Professional Engineer, he had a rewarding career which included; becoming an Engineer for the City of Austin Water Department as well as serving as Director of the Water Department. He also served as project manager in the installation of a water and wastewater system on an American Air force base during the Vietnam War. In 1970 he joined Ductile Iron Pipe Research Association where he remained until retirement. During his employment at DIPRA, he traveled extensively, assisting Engineers and Municipalities with water systems. He was a devoted Husband, loving Father, compassionate Grandfather, joyful Great-Grandfather, and wise Friend who will be dearly missed by all of those who were honored to have spent time with him. Bill is survived by his loving wife of 59 years, Bettye J. Foulds, and their four children; Daughter, Kathy Crowell and grandson Clay Crowell with friend Karl Smith; Daughter, Debby Collins and her sons Darrell and David McGuire; Son, Bill Foulds, Jr. and wife Rhonda, their sons Billy and wife Tracy and Great Grandson Peyton, Bryan and Fiance Beth Bokros; and Daughter, Martha Smith and husband Howard, and her daughter Melissa; As well as his beloved sister Jo and dear friend Mary Ann Stubbs. Bill was met in Heaven by his parents and beloved Grandson Bruce Howard Smith II. A celebration of Bill’s life will be held Sunday, January 9, at 2:00 P.M. at the First United Methodist Church, Burnet where he was a faithful member. Reverend Ellen Ely and Reverend Buddy Johnston will officiate and burial will take place at Burnet City Cemetery. Those named as pallbearers were Bill Foulds, Jr., Billy Scott Foulds, Bryan Lee Foulds, Clay Crowell, Darrell Thomas McGuire, David Michael McGuire, and Melissa Gayle Smith. Bruce Howard Smith II was named as an honorary pallbearer. In lieu of flowers, memorials may be made to the First United Methodist Church Scholarship Fund or the book fund at the Herman Brown Library in Burnet.
