Born in Harrisburg on March 10, 1951, he was the son of Harry J. and Janice (Weibley) Alleman. He was the loving husband of Judith Ballantine-Alleman with whom he shared 40 years of marriage.
Jay was a 1969 graduate of John Harris High School. He continued his education by attending Pennsylvania State University where he graduated with a degree in Health and Physical Education. He then returned to Harrisburg to begin his career at the Harrisburg City Schools. Jay coached Girls Basketball and Boys and Girls Tennis. He was an avid Penn State fan.
Jay is survived by his loving wife, his son Justin and his wife Christina. He has three adorable grandchildren Asher, Ayla and Adler. In addition to his parents, he was preceded in death by his sister Diane Keister.
