So very sorry for your loss. I have a very special place in my heart for Rowland. He was my second government supervisor. He encouraged, instructed, and provided advice on getting me through my career. Instead of settling for clerical, he encouraged me to pursue the contracting route. Best move I ever could have made!!  I thank him in my mind many times over. He was a great man. So sorry to hear of his passing.

I was a young contracts intern when I began working for Rowland in 1976 – he was my second supervisor in the Navy.  In the four years that I worked for him, I learned a great deal about contracting and about life.  He helped shape the formative years of my career.  So when I became a supervisor in 1981, I tried to emulate what had impressed me the most about Rowland.

In the ensuing years, we went our separate ways.  I last saw Rowland in 2005 when he came to my office in San Diego – we talked for about an hour and reminisced about the good old days.  I last communicated with Rowland a few weeks back via Facebook, and we joked about the four letter contracts I had to definitize when he was my boss.  Fair winds and following seas, Rowland. 


We've known you ever since you moved to Cape Coral.  We even watched your house being built across the street from ours.  We had fun tracking down the statue of Rowland Hill in London and taking a picture for you!  We're lucky to call you friend and neighbor.  You will be missed.  

I was never lucky enough to work directly with Rowland, but l do remember how respected he was by those who worked for him.  I remember him as having a quick and great wit, and someone who was easily approachable even for those of us far below his grade level.

I am so sorry for your loss. Although I haven't seen Uncle Rowland in years, I enjoyed connecting with him via Facebook. I have fond memories of spending time with Uncle Rowland at Redskins games at the old RFK stadium in D.C. He was a devoted and enthusiastic fan, and he always treated me with warmth and kindness. I'm praying you find peace knowing Rowland lived a full and happy life. May the love and comfort from family and friends be a balm to your grieving hearts.

My experience with Roland was when I was a younger teenager and his cousin and my father George Stone would take the family over to his house for events or to watch car races. Roland was a man who was full of life and an absolute joy to be around. He was full of captivating stories and very funny.  Roland will be missed and his memories will last forever.   

Rowland Hill was my mentor at NAVELEX.  He was also a very good friend.   Rowland challenged me in a way that I first did not understand.  He understood my potential and offered me an opportunity to not only work above my grade level, but to understand the concepts and complexity of our work, not just how to get it done.    He was brilliant and an intellectual which may have caused others to see him as a threat.   
        Rowland had a great sense of fun, as well and made life at the office less stressful than any other place I worked.   He kept me as SLJO
for a very very long time and usually had a silly grin on his face as he saw me change  file cabinet locks, do security checks, act as the fire monitor (warden) and other tasks that were “challenging” in their own way.  
     After we both left NAVELEX , we became good friends and I would have lunch with him when I was in town.  We spent time together with our families, as well.   I lost contact with him eventually as time passed,  but I still hold him in my heart and thoughts and remember him with great fondness. 
          

As the Branch Head of ELEX 2603, Rowland took a chance with me in 1975.  That’s when he hired me as a contract specialist and gave me the opportunity to work with him and the Naval Electronic Systems Command in support of the Fleet and its warfighters.  College and the US Army had not directly prepared me for that kind of work; yet, Rowland saw potential in me.  The break Rowland gave me turned into a career path for what became my life’s work and dedication.  I owe Rowland quite a debt of gratitude.  Rowland was a great mentor and role model.  For example, his submachine gun style squirt gun and his Audi were way better than anything I had at my disposal.  Rowland also was a quick thinker, as I recall from the time Captain Washburn rounded the corner only to see Rowland lying in ambush, his squirt gun dripping a veritable puddle onto the linoleum floor during what had been an office outbreak.  (Rowland’s branch was known for its work-hard-play-hard ethos.)  With impressive reliability, Rowland also could be counted on to ask the best, insightful questions in training sessions.  Although we had not seen each other for many years, we stayed in touch, and we remained friends to the end.  May fair winds and following seas aid Rowland’s soul through eternity.

When Rowland and I met, it was football season 1964. We were part of appropriately 14 friends who had Redskins Season Tickets together ... that group lasted for over 20 years. Rowland was always a true gentleman. His friendship was unquestionable. We stayed in touch throughout the years, friendship, careers and football. Along with his myriad  of family and friends, I will miss him dearly. God bless Rowland. 

While it's been many years since I last saw Rowland, I have great memories of the time I worked for him. He was a great boss and friend. He taught me a lot about acquisition and put up with a lot of our antics. He set a professional tone for the office, while allowing for a bit of fun. I couldn't have picked a better person to work for.

From working together at the Navy Department, to shared group beach houses, to years of family visits to one another’s homes, my friendship with Rowland lasted years. While I haven’t seen him since his move to Florida, I cherish my memories of him. My husband Michael joins me in sending warm thoughts to Rowland’s family at this sad time. 


Although I did not know Rowland personally my dear friend Carolina is my roommate and through this past week, would have loved the honor of meeting this remarkable man. His legacy will live on through his children and wife(s) as he was a dedicated father and husband. May you rest easy Rowland. With upmost respect, Stephanie McCarte

To those that wish to add a memory. I would love it.  Some of you know Rowland a lot longer than I did.  You've known him before I met him. Please share with me  your memories. I would be truly grateful.

I have very fond memories of my “Uncle” Rowland, my dad’s cousin. I remember him as a happy, caring man with a great sense of humor. We had many fun times with him at the beach, in DC, and at car races for Silverstone Racing.  My heart goes out to his wife, children, and grandchildren for this loss.
