

Blair was born in Arlington, Massachusetts and grew up in Middlebury, Connecticut. He attended The Taft School for high school, earned a bachelor’s in political communication from The George Washington University and earned his law degree from Brooklyn Law School, where he was a member of the Moot Court Honor Society, participated in the Judicial Clinic, and spent a summer working in the Brooklyn District Attorney’s Office.
Blair was an avid sports fan – with deep loyalties to the NY Knicks, NY Giants, and Boston Red Sox. His knowledge of sports facts was unparalleled – and his ability to recall the smallest fact was remarkable, just like his extensive knowledge and recall of pop culture. He possessed an uncanny ability to reference a movie quote in any situation.
He loved the outdoors and, throughout his life, experienced thousands of miles of nature in hiking boots, on skis, or on a surfboard. After law school, he and a friend hiked to the summit of Mt. Rainier. It was an experience that had a lasting impact on him - a lifetime achievement by any standard, yet something he rarely shared.
He had an inimitable sense of humor and could effortlessly command a room with a story or a joke. His charismatic personality engaged all who met him – and left an enduring impression. People sought him out. He was a force.
At the time of his death, Blair was serving as Executive Vice President and Chief Legal and Administrative Officer at Elevance Health, Inc. and was a member of the company’s Executive Leadership Team.
Throughout the course of his accomplished career, Blair had earned a sterling reputation for his expertise and leadership in compliance work, primarily in the healthcare industry – and as a leader in his profession.
Prior to Elevance Health, he served as Senior Vice President and Chief Legal Officer at HCSC and was previously Senior Vice President, Chief Legal and Administrative Officer, and Secretary of WellCare Health Plans.
Before WellCare, Blair was Senior Vice President, General Counsel, and Corporate Secretary for Medcath, Inc., and served as Deputy General Counsel for BearingPoint. Prior to BearingPoint, Blair worked for Carter Conboy Case Blackmore Maloney and Laird, based in Albany, New York. Through this work, he became a strong litigator, trying a variety of cases, including employment, products liability, medical malpractice, civil rights, and false arrest. He made partner in 2001 and never lost a case as a litigator.
Blair started his legal career after law school as a clerk for the Honorable Constantine G. Cholakis in the Northern District of Albany,
Blair leaves behind to carry on his memory, his loving wife, Lisa Muzio Todt, his sons whom he adored, Jackson Williams Todt and Christian Blair Todt, his mother, Betsey Parlato, and his sister, Kiersten Todt and her family, including her children and his nephew and niece, Noah Coon and Haley Coon; Lisa’s parents, Patricia and Joseph, his sister-in-law, Kelly Higgins and her husband, Robert Higgins and their daughters and his nieces, Kaleigh Higgins and Molly Higgins. In addition to immediate family, he is survived by his uncle, aunts, and cousins.
His greatest joy in life was his family – Lisa, Jackson, and Christian. Anyone who knew him could see the love and happiness he felt whenever he was with them or when he talked about them.
At his core, he loved to experience the world and share his learnings. He was a tremendous storyteller and an extraordinary listener. His soul and spirit will be missed.
A visitation for Blair will be held Thursday, January 23, 2025 from 1:00 PM to 4:00 PM at Grace Church, 5504 E. 146th Street, Noblesville, IN 46062, followed by a funeral service at 4:00 PM.
