

Kathryn, affectionately known as “Kat,” was born on October 7, 1932, in Cartersville, Georgia, to the late Richard B. Bell and Evvie Martin Bell. She was also preceded in death by her beloved husband, Frank D. Lipscomb; her son, David Lipscomb; her brothers, R. B. “Bobby” Bell and Fred Alvin Bell; and her sisters, Opal Sligh, Nancy B. Morris, and Syble B. Reed.
She is survived by her brother, Andy Bell (Jean); her brother-in-law, Greg Reed; her daughter-in-law, Stacy Lipscomb; and several cherished nieces and nephews.
After graduating from Cass High School in 1950, Kathryn moved to Atlanta to attend Atlanta Business College. Upon completing her studies, she began a remarkable 32-year career with the United States Army at Fort McPherson in Atlanta. Starting at an entry-level position, she steadily advanced through the ranks and ultimately served in upper civilian management, overseeing officer promotions within the Army. When she retired in 1988, Kathryn held the distinction of being the highest-ranking civilian woman at Fort McPherson—an extraordinary achievement and a testament to her dedication, intelligence, and perseverance. As she often demonstrated, this was “not too bad for a country girl from Cassville, Georgia.”
Throughout her life, Kathryn placed the highest importance on the well-being of her family, both spiritually and materially. She was meticulous in managing family finances and unwavering in her care for those she loved. A faithful member of the Baptist faith since the age of 20, she served her church devotedly through the choir, as well as numerous boards and committees. Kathryn and her husband, Frank, were also charter members of a new Baptist church in Fayette County. In her quieter moments, she found great joy in reading, music, and travel.
A gathering of family and friends will be held on Monday, December 29, 2025, at 1:00 p.m., followed by a Celebration of Life service at 2:00 p.m. at Owen Funeral Home, with Bro. Keith Dempsey officiating. Kathryn will be laid to rest at Woffords Crossroads Cemetery, alongside her husband, Frank, and her son, David.
In lieu of flowers, memorial contributions may be made in Kathryn’s honor to Woffords Crossroads Baptist Church, 222 Old Tennessee Hwy NE, White, GA 30184.
