

Cecil was born in Decatur, Illinois, to the late Ralph and Julia Allen. He was one of four children; Mary Jane Bobb, Hazel Ruth Speagle, and John Richard Allen. Cecil was preceded in death by his parents, siblings and first wife Verdine McGregor.
In 1950, Cecil enlisted in the United States Navy where he was proud to serve during the Korean War. In 1954 he received an honorable discharge.
In 1969, while working for WOMETCO Theaters in Winter Park, Florida, he met and married Grace Starks. In 1970, Cecil and Grace were blessed to welcome their daughter, Amy.
They lived in Orlando, Florida until 1985, when Cecil transferred to Charlotte, North Carolina with Eastern Federal Theaters as Vice President in charge of Advertising. Cecil enjoyed his many years in the motion picture industry until his retirement in 1996.
After retirement, Cecil enjoyed traveling in their motorhome with Grace and his family, collecting and selling antiques and was happy tending his garden at home. He was dedicated to his family and cherished spending time with them. He and Grace had celebrated 51 years of marriage.
He is survived by his wife Grace, daughter Amy (Rob Foerster), granddaughters Katie and Emily, and many nieces and nephews including, Michelle and Jay who spent many formative years living in their home.
A memorial service will be held at 2:00 pm on June 25, 2020 at McEwen Funeral Service, Pineville Chapel, 10500 Park Rd., Charlotte, North Carolina 28210.
