

James was born in Williamsport, Pennsylvania to James Walter Power, Jr., and Rachel Miller. He graduated in 1966 from Williamsport High School.
He served in the United States Army in Vietnam and earned the National Defense Service Medal, 2 Overseas Bars, and Sharpshooter M-14. He later joined the Air Force Reserve.
James went on to work for the FBI in Washington, D.C. as a Fingerprint Analyst. He also worked at the Iowa Bureau and the Mecklenburg County, North Carolina Sheriff's Department.
He enjoyed golf, bowling and all sports and especially the Chicago Cubs.
In addition to his parents, James was predeceased by his first wife, Victoria Snyder Powell; his second wife, Jackie Wilson Powell; and a brother, Allen K. Powell. He leaves behind his daughter, Amanda M. Al-Qolaq; son, Richard James Powell (wife Shannon); grandchildren, Walif Al-Qolaq, Tyler Powell, Alex Morse; sister-in-law, Linda Powell; brother-in-law, Gary Snyder (wife Sue); and many nieces, nephews and cousins.
A graveside service for James will be held Friday, August 22, 2025 at 2:00 PM at Crown Memorial Park, 9620 Rodney St., Pineville, NC 28134.
In lieu of flowers memorials may be made in his honor to Via Hospice, 4200 Little Ave., Charlotte, NC 28226.
