He was born the 23rd of July, 1956 in Charlotte North Carolina to the late Roger Lee Oates, Sr. and Charlene Walker Oates.
Rocky is survived by his two sisters: Cindy Oates Duncan and her husband, John and Kim Marie Oates; one nephew, Christopher John Duncan and his wife, Tracy and a niece, Lori Duncan Still. In addition to his parents he was preceded in death by a niece, Megan Duncan Clark.
Rocky attended Harding High. He worked for American (Merita) Bakeries. One of his greatest accomplishments was being sober for 24 years.
The family will receive friends at 1:00 pm and the service will be at 2:00 pm, Friday, the 20th of February, 2026 at McEwen Funerals & Cremations at Forest Lawn West. Burial to follow in Forest Lawn West Cemetery with Rev Pamela Coopwood leading the service and Rev John Duncan will lead the committal service.
