

Born in Pittsburgh, PA, July 29, 1940 to Ruth Dubbs, Sandra grew up at Concordia Children’s Home before moving to Charlotte, NC where she met her husband, John (Bob) and had 5 children. Sandra was a fulltime mother for many years before pursuing her dream of becoming a Registered Nurse. She started her career in the ER at Mercy Hospital before working at the Mecklenburg County Jail, where she was the Chief Nurse many years before retiring. She was fondly referred to as “Major Mom” or “Major Carter”. She touched and changed many lives and loved the opportunity her work gave her to help others.
There are not enough words to capture the love she had for life and others. Sandra loved and was loved by many, she was compassionate, an advocate for the “underdog”, overcame numerous life obstacles, and lived her life by “the golden rule”. She instilled the same character, compassion, and integrity in her children and grandchildren. She loved her family more than life itself and shared that love and joy openly and shamelessly. She celebrated every holiday, birthday, and special occasion and derived immense pleasure from making others feel special, which she did often.
A service to celebrate Sandra’s life will be held 10/7/17 at McEwen Funeral Home, 5716 Monroe Rd, with visitation from 10am to 12pm, service at 12pm.
Ms. Carter is survived by her 5 children, Ret. USAF Colonel John R. Carter, Jr. (Melissa), Mary (Fluff) Carter, Luther Carter, Joseph Carter (Charlena), and Matthew Carter; 4 sisters, Ruth Smith, Carol Seright, Patricia Williams (Joe), and Suzanne Rape (Cory); grandchildren John R. Carter, III, Hannah Carter, Camille Harvell, and Cherie Carter; and 12 special nieces and nephews; and her constant companion and grand-dog Danny.
The family requests that if so desired, memorials can be made to the Humane Society of Charlotte, 2700 Toomey Ave., Charlotte, NC 28203.
