Richard my friend, you were a special man and so funny. Thank You for caring and going by checking on my son while I was at work and didn't have the money for a sitter. You were such a good man and I'm going to miss our long talks on messenger. We would talk about your fishing, camping, working at the Honors Course during tournament's, your granddaughter that you loved dearly and how smart she is to my son and how proud he was that he made something of his his self. To your family I'm sorry for there loss of such a beautiful caring funny sweet man .  We were just friends and I'm going to miss our joke's.

Debbie I am so sorry for your loss Tommy and Richard were best of friends and you and I go back to high school. They are both together in heaven now at piece. Prayers for you and your family. Love y’all

Everyone is asking how I’m doing following the passing of my wonderful father. Although I will miss him, his love, & his light dearly, I always think back to what he would tell me. He used to say he lived a good life, and that when it ended, he would have no regrets. He made wonderful friends, some of which I’m sure he is reuniting with right now. He had so many stories from his time with the Sheriff’s Department and just from living life in general. One of his favorite things to do, besides telling political jokes and getting put in Facebook jail, was being around his friends and family and sharing those stories. Sometimes I heard the same story three or four times, but I would sit, listen, and laugh because you could tell how much he enjoyed reminiscing on the “good old days.” He was a very special person, not only to me but to mostly anyone he knew. He could light up a room and fill it with laughter within 10 minutes. He had a good heart and loved his family and friends more than anything. He was my rock, my therapist, my doctor, my hero, my everything. I’m so happy he is no longer in any pain, but at the same time, saddened that he isn’t here to tell me any more of those stories, even if I’ve already heard it seven times.

I love you so much.

  Richard was a kind man that you  never saw him without a smile on his face that was always laughing or joking with someone. I would bet that he and my dad ( Norman) are sitting somewhere right now drinking coffee, arguing politics, joking with each other laughing like crazy. 
 If you had  Richard as friend, then you know what a friend truly is. Absolutely one of the kindest men you could ever meet. 

Richard was a dear friend to my late husband Jimmy Newell (EPB) when Richard worked directing traffic for the crew whenever Jimmy needed him. We did so many things together when the kids were little. Those two loved fishing and one memory I have is when Richard let the boys drive his new pontoon boat and they tried to “turn it into a submarine”!  Those were Richards words! We have so many great memories from those times and love Debbie, Stacy and Jason. God bless you guys. Love Marilyn Newell and family. ❤️🙏🏻

My name is Rolland (Rodney)Day I am Richard’s great nephew the grandson of his Brother Millard Rolland Welchance… Dorthy his middle daughter was my mother. I want to personally express my condolences to the family it has been a long time that I have got to see this side of the family. Richard and I kept in contact through Facebook messenger and I know how much he loved his family and especially camping. The main thing I can remember about him is one day when we were at my grandpa shop he came to visit he was in his patrol car and put my dad in handcuffs and in the back of his car and I cried so hard and told him pls don’t take my daddy to jail. He told told me later in the past few years he felt horrible but I said it’s ok I love you Unk I was just young and it was all a joke. Rest in Heaven and I’ll see you and pawpaw again 

I work with Richard 30+ years all ways a joy to be around and couldn't ask for a better back up. We messaged each other  several times after he went into the hospital  he talked about how hard  he was going to work to get stronger.
Richard will be missed

I am so sorry for the loss of such a sweet, funny and humble man!  I first met Richard in 1965 when I was 14 years old!  He lived in our neighborhood in East Ridge and went to School at East Ridge with my brothers and myself!  I never forgot him!  I am praying for for his family during this very difficult time! I met Richard when he attended my canine training course in Alabama. He was a joy to work with, had a great sense of humor and a very good dog handler. May you Rest In Peace Richard.
