

Gertrude “Billie” Labar, age 83, of Clearwater, Florida, passed away peacefully on Thursday, September 11, 2025. Born in Cincinnati, Ohio, Billie was the beloved daughter of the late Gertrude Mae (née Matherly) and William Cory Burk.
Billie dedicated over 30 years of service to the City of Clearwater as a devoted and detail-oriented permit specialist. Her commitment to her work was only surpassed by the love she poured into her family and community.
She was a devoted wife, mother, grandmother, sister, and cherished friend. A woman of personal strength and enduring warmth, Billie found joy in the art of Brazilian embroidery, creating beauty with every stitch — just as she did in the lives of those around her. Her generosity made the world a better place.
She was ours, and we loved her deeply.
Billie is survived by her loving daughters, Dawn Mae Blair and Melinda (John M.) Gill; her treasured grandchildren, Austin Blair and Marissa Blair; her brother, William Michael Burk; and many extended family members and dear friends who will carry her memory in their hearts.
She now joins in eternal peace with her beloved husband, Earl Labar; her parents Gertrude Mae and William Cory Burk; her sisters, Jean Napier, Nancy Collinsworth, and Grace Kimberly Jenkins.
A visitation will be held in her honor on Thursday, September 18, 2025, from 11:00 AM to 12:00 PM at Sylvan Abbey Funeral Home, 2853 Sunset Point Road, Clearwater, Florida 33759. A funeral service will follow at 12:00 PM.
Billie’s legacy of love, grace, and generosity will continue to live on in all who knew and loved her.
