

Bill was born on October 18, 1956, in North Hollywood, CA, to Odean Roy William Horge and Betty Jean Horge (Carlson). He grew up with his sisters, Nancy Horge and Deana Guzman (Horge). He was a dedicated student and earned his Bachelor of Arts in General Chemistry, Associate of Art’s degree in Industrial Science, and Associate of Science degree in Architectural Building Inspection.
Bill was passionate about his work as an Industrial Hygienist and Safety Engineer. He worked for McDonnell Douglas, Cal/OSHA Consultation Service, CalTrans, and Water Resources Control Board throughout his career, where he made significant contributions to his field. He was known for his strong work ethic and commitment to safety, earning him the respect and admiration of his colleagues.
Outside of work, Bill was an active member of his community. He was a founding member of the Central Valley Safety Society, where he worked tirelessly to promote safety in the workplace. He was also the Director of Living Room Family Dodgeball, where he promoted family fun while teaching his children to dodge, duck, dip, and dive. Additionally, he served as the President of the Neighborhood Lawn Watering Association, where he advocated for responsible water use.
Bill was a devout Christian and attended The Well Community Church. He found comfort and strength in his faith, and he loved to serve coffee and greet people at church on Sunday mornings. He was a loving and devoted husband to his wife of 36 years, Janis Arlene Horge. He was also a proud and supportive father to his children, Kristin Jannay Combs, Tyler William Horge, and Kayla Marie Horge. He adored his five granddaughters, Jordana Jade Combs, Gia Ryan Combs, Joie Afton Combs, Gwenyth Caroline Combs, and Olivia Rae Horge, and cherished every moment he spent with them.
Bill will be deeply missed by his family, friends, and all those who were fortunate enough to know him. His legacy of kindness, hard work, and commitment to safety will live on in the memories of those who were impacted by his remarkable character.
A Celebration of Life for William will be held Friday, March 24, 2023 at 10:00 a.m. at The Well Community Church - Fig Garden Campus, 4545 North Palm Ave, Fresno, California 93704.
