

Thomas Joseph Schwab, a dedicated public servant, loving father, and devoted grandfather, passed away on December 13, 2025, at the age of 68. He was born on August 17, 1957, in Sewickley, Pennsylvania, to James and Catherine Schwab. The third of four brothers, Tom was raised in an Air Force family and had the unique experience of living throughout the United States, as well as in Japan and England.
Tom graduated from California State University, San Bernardino, and just two days later began his career with the City of San Bernardino in 1979. In 1984, he became Finance Director for the City of Grand Terrace and, in 1987, was appointed City Manager, a position he held with distinction until his retirement in 2009. Tom deeply loved living in and serving the City of Grand Terrace. His employees were like family to him, and he treated them as such. His long and successful tenure as City Manager was a testament to his leadership, integrity, and dedication to public service.
Outside of his career, Tom was passionate about traveling and was fortunate to explore much of the world. He also enjoyed golfing, classic cars, fishing, and motorcycles. Above all else, Tom’s greatest joy was his family. He raised his daughters, Ariel and Catherine, and spent many meaningful years and moments alongside Linda, creating a strong and loving family together. He took immense pride in being a devoted father and found his greatest happiness as a loving “Ojisan” (Japanese for Grandpa) to his grandchildren, Laurent and Lorelei.
Tom will be remembered for his kindness, generosity, humor, and unwavering commitment to both his family and his community. He will be deeply missed by all who knew and loved him.
A memorial ceremony honoring Thomas Joseph Schwab will be held on January 22nd at Montecito Memorial Park at 9am in Loma Linda.
