

Born on October 7th, 1978, in Columbus, Ohio, Scooter lived a life rooted in love, loyalty, and service. He had a gift for making everyone feel like family- the kind of man who would drop everything to help a friend, a neighbor, or even a stranger. His strength, humor, and steady presence left an impression on everyone fortunate enough to know him.
Scooter graduated from Columbus East High School, Class of 1997. Following in the proud tradition of his family, he began his fire service career with Prairie Township Fire Department. Where his dedication and heart for the job quickly stood out. Soon after, joined the Franklin Township Fire Department, where he faithfully served his community for many years. Firefighting was in his blood- a calling shared by his uncle, father and his son, making three generations of Mullins men proudly serving the Franklin Township and West side communities in Columbus, Ohio.
Scooter’s dedication to his fellow firefighters was unmatched. He served as Vice President and later President of IAFF Local 1441, where he was a tireless advocate for his fellow firefighters. In 2018, he was honored as Firefighter of the Year by American Legion Post 532, a reflection of respect and admiration he earned throughout his career. Service and community were woven into every part of his life. Scooter served on the Southwest Soccer Association (SWSA) Board of Directors from 2010-2013, was an honorary member of the Columbus Education Association for over 20 years and spent countless hours as a youth soccer referee since 2011. A lifelong fan of soccer, he was an avid Columbus Crew fan, always cheering his team on with pride.
Scooter had a true passion for fixing and building things- especially when it came to things around the firehouse. Whether it was a fire engine, a family vehicle or a friend’s project, he was always the first to roll up his sleeves, offer to help and make sure the job got done right, or at least mostly right. He had a rare gift of simply being there- the person you could always count on, whether it was to lend a hand, share a laugh, or offer advice. Whether in uniform or at home surrounded by those he loved most, Scooter made every space brighter with his warmth, laughter, and genuine care for others.
He was preceded in death by Father-in-law; John Proctor Sr. He is survived by his loving wife; Teri Mullins; his children; Carvel “CJ” Gene Mullins IV (Reece), Hailey Mullins. His parents; Carvel Gene Mullins Jr. (Vicki); Brothers; Brock Mullins (Erin) and Chad Story (Michelle). Brother-in-law; John Proctor Jr. (Keisha); Mother-in-law, Cathy Proctor; Grandsons Carvel Mullins V, Parker Mullins, Henry Mullins. He is also survived by many other family members and friends whom he loved dearly and who will forever hold him in their hearts.
Scooter’s laughter, generosity, and unwavering spirit will live on in the hearts of everyone who had the privilege to know him. His legacy of courage, compassion, and brotherhood will continue to inspire all those whose lives he has touched. Forever in our hearts.
