

Born the son of William E. Dunlap II and Edith Bowen Dunlap in East Liverpool, Ohio where “Bill” spent his formative years graduating from ELHS in 1955.
He graduated from Wittenberg University four years later before serving in the Army for 2+ years, a combat veteran and proud “Screaming Eagle”.
Bill attended The Ohio State Law School where he became an attorney. For several years he worked as assistant prosecutor of Columbiana County before moving back to Columbus to work for the Ohio Board of Tax Appeals, first as attorney examiner, then chief attorney before becoming executive director, and finally being appointed a member of The Board where he served until his retirement.
Bill was a sincere and sentimental soul with a generous heart. He donated to numerous charities, especially to combat veterans, and cancer and Alzheimer's research.
A loving husband and father, Bill is survived by his wife of 55 years, Joycelyn. His son William, his two sisters, Judith and Janet, along with many nieces and nephews.
A memorial service for William will be held Wednesday, September 3, 2025 from 2:00 PM to 3:00 PM at Schoedinger Northwest, 1740 Zollinger Road, Columbus, OH 43221, followed by a visitation from 3:00 PM to 4:00 PM.
