

Jay was born on August 9, 1963 in Craig, Colorado. He went to Elementary School in Cody, Wyoming. Jay learned to drive heavy equipment when he was a pre-teen and spent his summers going to work with his dad. He graduated from Moffat County High School in 1981 and later graduated from the Mesa State College Lineman Program in Grand Junction. As a longtime local, Jay served the community as a Moffat County deputy Sheriff for ten years after earning his degree and training from the Law Enforcement Academy in Glenwood Springs. Jay worked with his dad in the family business Wagner Construction which he later took over and expanded to multiple business entities.
He also raised three children: Steve, Tallyn and Bailey. Jay had a fun streak and a witty sense of humor. He enjoyed snowmachining, boating, riding horses, live music, having dinner with his friends and family, and spending weekends at his cabin in the mountains with his loved ones.
He was preceded by his parents Lavina “Billie” Mae Sanchez and Raymond Fred “Bud” Wagner. He is survived by his children Steven Wagner, Tallyn Wagner, Bailey Wagner; his grandchildren Weston Wagner and Addison Wagner; his siblings Christina Browning, Clint Wagner, Wayne Wagner, and Julie Haynes; and his beloved dog Ripper. He will be deeply missed.
The family invites all who loved Jay to attend a memorial service at 11:00a.m., Saturday, March 14, 2026 at the Journey Church in Craig, CO. A reception will follow the service.
