Chuck was a 1973 Graduate of Nitro High School where he participated in sports and various school clubs. He graduated as class salutatorian. He then attended the United States Military Academy of West Point, NY. It was there that Chuck recognized that he wanted to serve as a law enforcement officer. Upon leaving the Military Academy he returned home before enlisting in the U.S. Army to serve in the Armed Security Agency. As part of his active duty assignments, Chuck spent 18 months on the Island of Okinawa. Following his active duty tour Chuck spent 5 years in the U.S. Army Reserves in Military Intelligence in training units. He was honorably discharged from the Army at the Rank of Staff Sergeant, E-6.
Upon completing his Active Duty in the Army, Chuck returned home and began his pursuit of a college degree in Criminal Justice, and he became of Police Officer with the Charleston Police Department in 1980. Chuck served with the CPD for 24 years, retiring at the rank of Captain. At the time of his retirement, shortly before his 50th birthday, Chuck was the senior most member of the department, retiring as Unit 3.
During his tenure with the CPD, Chuck served in the Uniformed Patrol Division and Administrative Services Bureau where he rose to the rank of Commander. Within that bureau, Chuck served in the training unit, professional standards unit and created what came to be known as the highway safety unit, a unit designed to promote highway safety within the Greater Charleston and Kanawha Valley area. His efforts within the highway safety unit led to local, state, and national awards and recognition. The programs he designed and oversaw helped to reduce the impact of traffic crashes on individuals. Chuck taught every new officer in the state for over 40 years in how to detect, arrest and prosecute impaired drivers.
During Chuck’s tenure at the CPD he continued, with the full support and drive of Margie, his formal education. He graduated from West Virginia State College with highest honors earning a B.S. Degree in Criminal Justice. He then continued his formal education by attending the College of Graduate Studies (COGS-now affiliated with Marshall University) where he completed a Master of Science degree program in Public Administration. Chuck’s love of education was shown through the years by him becoming an adjunct part-time college instructor at his Alma Mater, West Virginia State University and Bridge Valley Community and Technical College where he taught various law enforcement courses to a number of students over the years, as well as training related positions at the police department and as the state’s law enforcement training director.
Chuck’s retirement from the CPD came when the position of state law enforcement training director became open after its long-time director resigned. He assumed the position of the director of Law Enforcement Training (LET) program. Chuck served in that position for 16 years. During his tenure there he oversaw the transition of the program to the Law Enforcement Professional Standards Program (LEPS). The program was responsible for the certification of the state’s 3,600 plus officers as to their entry level training to gain that certification and to maintain it over their career as an officer.
Chuck took a very personal interest in the professionalism of the state’s officers. He regularly distributed information in the state on matters addressing officer safety and on items of concern and relevance to both individual officers and their administrators. Any officer in the state came to know they could contact Chuck relating to any police matter, and he would take every effort to address what they had called about.
Chuck was a past member of the Maranatha Fellowship in St. Albans where he helped Margie with the children’s ministry for preschool and elementary age children. They also taught various Sunday School classes for children. Chuck served as the Secretary of the Deacons Board and was actively involved in assisting Pastor Wright in what is now known as an armor bearer role. Chuck and Margie transisitioned to other churches in the Kanawha/Putnam County area, first to Community Church in Hurricane, and then to King’s River Church of God. They actively participated in the various ministries of each Church, including Chuck serving on the Board of Administration. They finally moved to Teays Valley Church of God where they were active as well.
