

David Mark Dutter, 66 of Culpeper died peacefully at his residence in the early morning hours on Sunday June 16, 2024. David was born in Vancouver, Washington on March 24, 1958 to the late David Eugene Dutter and Irene Gadugi Dutter.
David is survived by his wife Sandra Dutter and their four children; Joshua, Daniel, Beth and Bryce Dutter all of Culpeper.
During David’s life his accomplishments include the following items he documented for his obituary.
Mr. Dutter graduated from Washington State University with a B.A. degree (Speech) in 1981 and was commissioned for service in the U.S. Army. After Infantry Officer Basic training LT Dutter reported to Fort Rucker, Alabama for the Initial Entry Rotary Wing Course. In 1982, LT Dutter was assigned to Flight Platoon Leader duties in the 82nd Airborne Division, Combat Aviation Battalion at Fort Bragg, North Carolina. In 1983, the 82nd CAB provided aviation support for Operation Urgent Fury, (Grenada).
Due to oldest son's intense medical care needs, Mr. Dutter left active duty in 1986, moved to Virginia, and continued service in the Army National Guard as a Chief Warrant Officer in the 2/224 Aviation Battalion, 29th Infantry Division. Mr. Dutter served as air mission commander, pilot in command, unit safety officer, survival equipment technician, and weapons instructor. Mr. Dutter flew missions for the Virginia State Police Drug Task Force and was awarded three emergency service medals. Mr. Dutter retired from military service in 2001.
Mr. Dutter served as a program support contractor for Naval Air Systems Command, Marine Corps Systems Command, and Army Special Command from 2001 to 2008.
Mr. Dutter completed a M.S. degree (Management) with emphasis in acquisition and contracts from Florida Institute of Technology in 2005.
Mr. Dutter joined Headquarters Marine Corps Capabilities Development Directorate in 2008 as a Government Civilian, with responsibilities in Aviation Command and Control as a Capabilities Integration Officer (CIO). Mr. Dutter completed requirements development course work via the Defense Acquisition University (RQM 310), Navy's Requirement Officer Course (Pentagon), and the Army's Requirements Management Course (Logistic Management College).
The family will hold a Celebration of Life service on June 29, 2024 at 11:00 am at Providence Bible Church.
