

Joyce, lovingly known as “Nanny,” lived a life rooted in service, faith, and devotion to her family and community. She made history as the first female deputy at the Culpeper County Sheriff’s Department in 1972, a role she carried out with dedication and pride. Beyond her career, Joyce’s life was centered on caring for those she loved most.
A faithful member of Culpeper United Methodist Church, Joyce found great joy in singing in the choir and participating in the women’s circle group. Her faith guided her daily life and was evident in her kindness, generosity, and unwavering support for others.
Joyce had a deep appreciation for the beauty in the world around her, especially in her love of flowers and landscaping. She was also a talented cook and baker, known for filling her home with warmth, delicious meals, and cherished memories shared with family and friends.
She is survived by her children: Jody Smith (James) of Dale City, VA; Lori Cubbage of Greeneville, TN; Brenda Litton (Scott) of Gainesville, VA; and Donnie Stettler, Jr. of Brightwood, VA. She also leaves behind her beloved grandchildren: Michelle Yates, Jessica England, Eddie “Skip” Cubbage, Timony Couturier (Eric), Hamilton Richards, Remington “Buddy” Richards (Fayth), Stephanie Litton, and Heather Leavell; her treasured great-grandchildren: “Nate” Yates, Brendan Yates, Micah Nelson, Jessalyn “Lulu” England, Sarah Leavell, Briar Walker, Savannah McGuire, Madison Richards, Eddie Cubbage IV, and Liliana “Lily” Cubbage; and her great-great-granddaughter, Lailah Yates.
Joyce was preceded in death by her beloved husband, Claude C. “Buddy” Inskeep; her parents, Roland Graham and Ruth Elizabeth Stoddard; and her great-grandson, Jeremy Yates.
Joyce will be remembered for her loving heart, her strength, and the joy she brought to all who knew her. Her legacy lives on in the family she cherished and the countless lives she touched.
