

Phyllis P. Stubblefield, a beloved and cherished member of the Chattanooga community, passed away on January 16, 2026, at the age of 86. Born in Lewisburg, Kentucky, on March 24, 1939, Phyllis was known for her generous, compassionate, and devoted nature. She was an inspirational figure to many, admired for her wisdom and hard-working spirit.
Phyllis graduated from Lewisburg High School and went on to have a successful career. She worked for South Central Bell and later became a supervisor for the Tennessee Department of Labor, Workman's Compensation Division.
In her personal life, Phyllis was married to her first husband, Raymond Lee Powell, until his passing in January 2009. She later married Samuel "Sam" Stubblefield in 2010, who also preceded her in death in February 2016. She was preceded in death by her grandson, Clarence Edward Neal III "Rance," both husbands, and a brother, Genie Whitescarver.
Phyllis is survived by her children, Melvin H. Powell (Amanda) and Rhonda L. Neal (Eddie); her grandchildren, Riley Powell, Raymond Lee Neal, Skyler Huskey, David Robinson, Luke Powell, and Remmick Neal; her brother, Phinnis T. Whitescarver (Rachel); her niece, Gail Whitescarver; her nephew, Michael Whitescarver (Melissa); and many dear friends and other family members.
She was a member of Brainerd Baptist Church and actively volunteered for many years. Phyllis was very involved with the Southeast Tennessee Tres Dias, volunteered at CHI Memorial, and took pleasure in reading to children at her grandchildren's school. Her love for reading and sewing, along with her enjoyment of visiting Krispi Kreme's, were well-known to those close to her.
Phyllis was the epitome of a Southern Lady, known for her hospitality and warmth. In lieu of flowers, memorial contributions in Phyllis' memory can be made to Lana's Love. Her legacy of kindness and service will continue to inspire all who knew her.
A Celebration of Phyllis' Life will be held in the East Chapel of Chattanooga Funeral Home on Monday January 19, 2026, at 4:00 pm. The family will received friends prior to the service beginning at 2:00 pm. She will be laid to rest alongside her 1st husband, Raymond in the Lakewood South Memory Gardens privately.
