

She has gone home to be with her parents, Robert and Caroline Fosnock; her husband of 66 years, Joseph Bell; nine brothers; and two sisters.
She is survived by her five children, Rolla, Ronnie, Dave, Tina, and Tammie; fifteen grandchildren, April, Rolla, Jeremie, Jason, Matthew, Melissa, Ashley, Elizabeth, Brad, Christopher, Gregory, Stephanie, Brandi, Josh, and Caleb; several great-grandchildren; one sister, Dorothy Meinzer; and Tamara Warren and Chris Kellick, who may not have been blood, but were always referred to as daughters and helped care for mom and dad.
Frances retired from Madison County Fireman’s Association in Collinsville, Illinois. She was a devoted wife and mother. She helped care for her siblings as a young girl, raised her own five children, and helped raise her grandchildren. Her family was her life and she sacrificed for all of them. She was a strong woman with a spitfire attitude, but with her grandchildren, you could see her heart melt. As much as she was eager to go home, we were all trying to hold on. You will be missed by all those who knew and loved you.
