

Born on October 29, 1986, in Falls Church, Virginia, Justin lived a life marked by compassion, quiet strength, and unwavering dedication to those around him. He was a devoted son, a proud father, and a loyal friend—known for his sharp wit, steady presence, and the rare ability to make everyone feel like family.
Justin began his federal career supporting Arlington National Cemetery, where he played an important role in cemetery management and services. He later brought his integrity and professionalism to the Department of Health and Human Services as a Management Analyst in the Director’s Office and went on to serve as an Ethics Officer with Indian Health Services. In every role, Justin was respected for his thoughtful leadership and deep sense of duty.
Justin’s fiancé Jennifer Ennis was the love of his life. They were to be married in just a few short months. He is survived by his mother, Dawn Groves, and stepfather, David Barnes, as well as his two beloved children, Clayton Groves (6) and Hayden Groves (5), who were the greatest joy of his life. Justin’s legacy lives on in them, and in all who knew him. Justin’s strength, humility, and kindness will never be forgotten. He was the kind of man who showed up—quietly, consistently, and with a full heart.
Visitation will take place at Murphy’s Funeral Home, located at 1102 W. Broad Street, Falls Church, VA, on Friday, April 4, 2025, from 4:00 p.m. to 8:00 p.m. A funeral service will be held the following day, Saturday, April 5, 2025, from 11:00 a.m. to 12:00 p.m., at Christ Crossman United Methodist Church, 384 N. Washington Street, Falls Church, VA. Interment will immediately follow at Oakwood Cemetery, 401 N. Roosevelt Street, Falls Church, VA.
In lieu of flowers, the family kindly requests that donations be made in Justin’s memory to St. Jude, a cause that was deeply meaningful to him.
