Mario earned degrees in Economics and in Civil Engineering from the University of Sao Paulo, Brazil, and had a Master in Economics and Social Studies from the University of Wales (UK). He participated in public financial management missions to Angola, Sao Tome and Principe, Equatorial Guinea, Nepal, and Mexico. While in Brazil, he previously worked at the Brazilian Ministry of Finance (Treasury, Economic Policy Secretariat, and Internal Control Secretariat).
Mario enjoyed traveling with his family and running. He leaves his wife Guiomar and sons Pedro and Gustavo.
