

Mike was born the son of John Michael Regan and Anne Tracy Regan on May 9, 1941 in Upper Darby, Pennsylvania.
Much of Mike’s youth was spent in Falls Church, VA where he attended Saint Anthony Elementary School participating in Boy Scouts. Following elementary school, he attended Gonzaga High School in Washington, D.C. graduating with the Class of 1959.
As a man, husband, father, brother, cousin or friend, Mike was beyond comparison. A man of profound kindness and quiet strength, he was known as a compassionate presence, a steady force, and someone who lived fully the Jesuit ideal of being “a man for others.” He was deeply spiritual and found purpose serving others with humility, showing selfless love and kindness, and living a life of prayer and dependence on God.
A lifelong learner and dedicated public servant, Mike earned his master’s degree from the Georgetown University School of Foreign Service, a foundation that shaped a distinguished career in international service, diplomacy, and global collaboration.
He devoted 38 years to the U.S. Postal Service (USPS), where he held senior leadership roles in the international business arena, including Executive Director of International Postal Affairs. In this capacity, he oversaw USPS’s global postal operations, international mail and package delivery, and relationships with foreign postal administrations. He played a pivotal role in shaping global postal regulation, terminal dues policy, and bilateral and multilateral agreements that strengthened international cooperation.
His influence extended well beyond USPS. As Chairman of the Universal Postal Union’s (UPU) Postal Operations Council, Michael guided critical reforms, working closely with the U.S. State Department to expand UPU participation and modernize postal policy. His leadership helped open the UPU to wider engagement from the private sector, supporting innovation in global delivery networks. In 2008, he was appointed to the Postal Career Executive Service and the National Postal Forum, honors that reflected both his expertise and his deep commitment to public service.
Prior to his civilian career, Mike served his country with honor in the Vietnam War from July 1, 1964, to May 18, 1967. His military commendations include the Parachutist Badge, National Defense Service Medal, Vietnam Service Medal, Combat Infantryman Badge, Vietnam Campaign Medal with 1 O/S Bar, and the Army Commendation Medal with Device.
Mike’s passions included reading, traveling, thoughtful conversation, and the joy he found in helping people grow. A longtime and active parishioner at Holy Trinity Catholic Church in Georgetown, he served as a teacher and counselor, touching countless lives with humility and grace.
Mike is survived by his beloved wife Mary Jane Regan; his stepchildren Kevin Patrick Mulcahy and Timothy Michael Mulcahy; and his grandchildren Patrick Finn Mulcahy, Reilly Morgan Mulcahy, and Brendan Michael Mulcahy. He is also remembered by his extended family and cousins.
He was preceded in death by his parents, John Michael Regan and Anne Tracy Regan, his brother Thomas Regan, and his sister Mary Regan.
Family and friends are invited to a wake and viewing on December 11, 2025, from 4:00–8:00 p.m. at Murphy’s Funeral Home in Falls Church, Virginia. A Mass of Christian Burial will be celebrated on December 12, 2025, at 10:30 a.m. at Holy Trinity Catholic Church in Georgetown, with a reception to follow.
In lieu of flowers, the family welcomes donations in Michael’s honor to a charity of personal or spiritual significance.
