

Richard Perlman was born in Kingston, New York. He earned B.S. and M.S. degrees from the College of the City of New York and attended the Howard University School of Social Work. He retired as Chief of Juvenile Research and Statistics of the Children’s Bureau, U. S. Dept. of Health, Education and Welfare. For many years, he was responsible for the collection of national statistics on juvenile delinquency and active in efforts towards improving the reliability of the data in this difficult area. He is the author of various articles on the statistical reporting of juvenile delinquency and other social welfare programs. He was a consultant to the Task Force on Juvenile Delinquency of the President’s Commission on Law Enforcement and Administration of Justice. (President Kennedy) He also was Director of Research and Development Division of The Juvenile Court for the District of Columbia. He moved to Palm Coast in 1979 where he became very active in community volunteer work. One year he was nominated as “Volunteer of the Year in Palm Coast.” His volunteer work included being a COP with the Sheriff’s Dept, Court Aide with the Flagler County Court, Arbitrator for the State Attorney’s Office. He also did various volunteer duties with the American Cancer Society, the Flagler Humane Society, and the AARP. Richard was a long-time member of the Palm Coast Lions Club, associate member of the Italian Social Club, the National Association of Retired Federal Employees, a Charter Member of the National Association of Social Workers, and a member of the National Council of Juvenile Court Judges. He was predeceased by his two sisters—Betty Lehrman of Monroe Township, New Jersey, and Sally Graf of Palm Coast, Florida, and one brother, Louis Perlman of Kingston, New York. He is survived by his loving wife, Helen, of 70 years. Other survivors are his son, Mark L. Perlman, M. D. of Jefferson, North Carolina, daughter, Nancy C. Perlman, of Denver, Colorado, and Granddaughter, Barrett L. Perlman of Los Angeles, California. He was an avid golfer, but never could beat his loving wife.
