

She was born October 2, 1926 in Jamaica, West Indies, a daughter of Simeon & Cecilia Brebner Symister.
She was raised in St. Simons, Hanover, Jamaica, where she attended elementary school, and passed all of her Jamaican local exams. Phoebe attended the Bethlehem Teachers College, and the University of the West Indies. She was a school teacher, where she taught elementary school, and then taught at Mt. Alvernia High School, in Jamaica for several years. Phoebe also had the opportunity to teach in England for two years, on a teachers exchange program. She returned to Mt. Alvernia High School she taught for many years, then retired. After retirement, she and her husband immigrated to the United States, settling in Brooklyn, New York. She finished her Masters degree from Brooklyn College, and was a teacher in the Brooklyn School District for many years, before retiring again, and moving to Palm Coast in 2002. Phoebe was a member of Palm Coast United Methodist Church, United Methodist Women, and was an avid reader.
Her husband of 52 years, Owen Hewan-Lowe, died September 24, 2009.
She is survived by her brother, Bert (Anzonetta) Symister of Palm Coast; numerous nieces and nephews, Murdith Brown, Brenda Ulett, Novelette McGann, Sheryl Gunter, Denise (Jeffrey) Ellis, Kerri Symister, Melanie Symister, Rojean Prince, Sherna Watson, Martin Chisolm, Steve Watson, Leroy, Clive, Avon, Denver, Simon, Sherland, Marcos, Jean, and Hanna Symister. She also leaves several great nieces, and great nephews.
Besides her husband and parents, she was preceded in death by six siblings: Mary Watson, Muriel Chisholm, Vinetta Grant, Lucas Symister, Dulcia Symister, and Beryl Prince, a niece Cynthia Mullings, and a nephew, Henry Chisholm.
Family and friends will be received Friday, from 10:00 – 11:00 AM at the Palm Coast United Methodist Church, 5200 Belle Terre Parkway in Palm Coast, where funeral services will be held at 11:00 AM. Interment will follow at Flagler Memorial Gardens.
The family would like to thank the doctors and nurses at Kindred Hospice, for their loving care given to Phoebe.
