Lowell is survived by his wife of 34 years, Frances (Burcham); his sister, Sharon Faust; his children, Scott (Julie) Bell, Todd (Susan) Bell, Robert (Sherry) Bell, grandchildren; John, Chelsea, Samantha, Carissa, Chase, Emma, Joshua, Joseph, Anna, and seven great-grandchildren.
Lowell is preceded in death by his parents George Melvin and Ruby Alice (Householder) Bell; daughter, Judi Chittam; grand-daughter, Zoey A Lockwood, and Brother-in-Law, Charles Faust.
Lowell was a graduate of Fairfield Union HS.
