

William (Bill) Richard Carter, of Fort Qu’Appelle, SK, passed away tragically on Wednesday, January 14, 2026 at the age of 73 years.
Born on April 15, 1952 in Indian Head, SK, Bill Carter will be remembered for his warm smile and easy, friendly conversations, treating his customers not as clients but as friends. He had a deep passion for serving others and found true joy in helping people, whether flipping pancakes at the Rotary Club’s July 1st breakfast or quietly checking in on those who needed care. He delivered far more than propane to this community—he delivered kindness, reassurance and connection. His work often included taking time for a visit, helping with chores, fixing a furnace or simply making sure elderly customers were safe and cared for. Nowhere was too far for him to stop, whether it was a delivery, a repair or a chance to see an old friend.
Early mornings were often spent at the bakery, lovingly referred to as the “Senate Table”, where laughter and stories were shared freely and evenings frequently ended at Houston’s Pizza. When he was home, he took great pride in enjoying his yard and spending time with his family gathered around the bonfire or sharing a Kokanee on the deck. Cherished for his quick wit, sense of humour and remarkable ability to connect with people, strangers and lifelong friends alike. He made everyone feel seen and valued.
He took the time to truly know every one of his grandchildren, accepting his children and grandchildren exactly as they were and teaching life lessons through both words and example. He was incredibly proud of them all and lit up whenever they were mentioned. With an unwavering calm and steady presence, he was a trusted voice of reason. A mischievous sparkle in his eye and a gentle tease were never far away, always making others feel heard and special. He was, quite simply, a joy to the world, just so genuinely good.
He is lovingly remembered by his soulmate and wife of nearly 50 years, Jacqueline (Fleming) Carter, his three children: Brennen Carter (Tonya), Reagan Adamus (Cody) and Chelsea Erlandson (Dan). Bill’s legacy and kind spirit was extended to his nine grandchildren: Austynne and Kirianne (Brennen’s children), Kassidy, Cayden, Bricksen and Holden (Reagan’s children) and Calla, Raulan and Lainey (Chelsea’s children). Also left behind are Bill’s siblings: Bob (Claudette), Jim (Shirley), Joan (Bert), Marjorie, Norma (Ken), David (Della), Hazel, Bruce (Cherie) and Dan (Janet); mother-in-law Evelyn Fleming, who loved Bill as her son; in-laws: Kim (Melissa), Deidre (Lorne) and Nadine (Darren); as well as many other cherished in-laws, relatives and friends.
He was predeceased by his parents John and Myrtle; brother George; brother in-laws Lloyd and Darren; father-in-law Dave Fleming and sister-in-law Michelle.
A celebration of life will be held in the Dysart Community Centre, 204 Mckendre St., Dysart, SK, on Saturday, January 24, 2026 at 1:00 p.m. Family and friends are invited to gather to celebrate Bill’s life.
