Billy Ray Tinnel passed away on March 13, 2026, at the age of 81; he was born on March 10, 1945, in Knoxville, Tennessee, son to the late James T. and Creetie M. (Russell) Tinnel. He retired from Phelps Dodge, working in maintenance and machine repair. Surviving are his daughters, Amy K. (Scott) Gould and Jullie M. Mominee; sisters, Barbara S. (Charles) Jacobson and Linda A. Mitchell; eleven grandchildren; twelve great grandchildren; and one great great grandchild. In addition to his parents, he was preceded in death by his wife, Janet A. Tinnel; daughter, Cari A.
