Bill was born in Atlanta, Texas to William E. Riley and June Riley Post on October 1, 1948. He was married to Marsha Riley on October 9, 1975 in Fort Worth, Texas.

Bill is preceded in death by his father, William E. Riley, mother June Riley Post and Sister Debra Deere.

Bill is survived by his wife, Marsha, his children Lori Willars & husband Gil Willars, Tres Riley and wife Virginia Riley, Chad Barnett, Alex Riley and his sister Carolyn Peak. He has four grandchildren, Luke Riley, Gina Riley, Blase Barnett and Cash Barnett.
