He was born on August 28, 1977 in Richmond, Virginia.
Bill graduated from Centennial High School, Pueblo, Colorado. He later graduated from Ball State University, Muncie, Indiana.
Survivors included his children, Conrad (Jessica) Ballenger of Angola, Indiana, and Emalea Ballenger of Angola, Indiana, his fiancée, Cindy Shaffer of Angola, Indiana, a brother, Leeroy Ballenger of Colorado, and a sister, Vickie (Rob) Shaw of Angola, Indiana.
He was preceded in death by his father William Ballenger and his mother, Marjorie (Santisteven) Klink.
A Celebration of Life will be held at a later time.
