

Fresno, California - Billie was born to Ruth and Frank Setser in Tulare, California October 11, 1927. She enjoyed a childhood with her brother Ken surrounded by many Aunts, Uncles and cousins. Billie had such fond memories of Tulare and her time with many friends. She played Clarinet in the marching band and graduated from Tulare High School. After graduation she won the title of Miss Tulare and went on to compete in the Miss California pageant.
Billie married Warren DeLap in 1947 at the age of 20. The couple moved to Fresno and had three children, Steven, Debbie and Kevyn.
Billie and Warren enjoyed a full life with friends, family and their time spent at First Baptist Church of Fresno. Billie worked as a secretary for the church for many years. She enjoyed painting, gardening, scrapbooking and mostly spending time with her family. She was thrilled to have 3 grandchildren and 7 great-grandchildren. They were the light of her life.
Billie was preceded in death by her husband Warren and their son Steven. She is survived by her daughter Debra Allen and her husband Dave of Redding, and Kevyn Johnston and her husband Jim of Fresno. She is also survived by Granddaughter Jennifer Addis and her husband Mark of Clovis, Grandson Jim Johnston and his wife Leanne of Fresno and Grandson Zachary Allen and his wife Lindsey of Redding. She was especially proud of her 7 Great-grandchildren, Peter, Emily and Lucy Addis, Jimmy, Grace and Jack Johnston and Grayson Allen.
Billie devoted her life to her family and we will forever miss her.
The family would like to thank Dr. Jeannine Laramie for her care and support for so many years. We also want to thank the team members in the Grove at The Terraces at San Joaquin Gardens and St. Agnes Hospice for everything they did to make these past few months of her life more comfortable.
A private service will be held for family only due to the COVID-19 restrictions.
